(3)、服务期限：拟定合作三年，合同一年一签，业主根据上一年度合作和考核情况决定是否续签下一年度合同。&

河曲、准格尔、石楼北区块等，服务内容如下： （一）日常保运项目 1.1集输管线
集输管线的维修、抢修、探查，、阀井、凝液缸、标志桩、警示牌、测试桩、阴极保护装置等附属设施的维修、更换等。 1.2井场
项目：抽油机、发电机更换（含接地接电）；新工艺、新技术引入的新增设备安装；工艺管线补漏、局部更换、，工艺部分、维修、更换；采油树
下环形钢板的维修；临时排水管线的铺设回收；提升泵水池工艺部分维修更换；井场及值班房等电气及配套设施维修更换、电路改线；值班房相关附属设施维修
更换；保持井场标准化完整需要完成的其它项目等。
项目：井场场地修整，设备基础处理，围栏更换，防渗布更换，蓄水池维修，提升泵水池清淤及维修，保持井场标准化完整需要完成的其它项目等。
站内工艺管线及附属设施维抢修、更换；站内工艺配件的制作安装；设备设施防腐、保温维修、更换；用水、污水的拉运；集气站生活区域设备设施维护维修
等。 1.4水处理站
防渗膜维修，阀门、阀井、围栏的维修、更换，附属管线维修、更换及疏通；坝面裂缝填浆；挡土墙和护坡加固；排水渠、站区旁河道疏通、淤泥清理；水处理站的
其它保运工作等。水处理站采出水深化处理投产后，水处理站不再属于生产保运范围。 1.5排二基地 排二基地生活设施维修及垃圾清运。
（二）其它单项保运项目
2.1保运范围：水工保护维修；井场至钢制水三通（PE管材甲供）、井口钢制水管线改造（更换材质）；井场整体设备及工艺部分的拆除、改造；水处理站
水池清淤及防渗布更换；井场配电柜及更换，井场保温整体更换。 2.2实施地点：山西省保德县、河曲、准格尔、石楼北区块

投标人具有独立的法人资格或其他组织资格(分支机构投标应获得法人授权)，可以在其资质等级许可的工程项目范围内开展本项目工程承包业务；投标人具有机电
设备安装工程专业承包三级及以上资质；化工石油工程施工总承包三级及以上资质；建筑安装工程专业承包三级及以上资质； 2
投标人机组的设备及人员配置符合技术方案要求：
2.1管理人员持证应达到要求，且人证一致；项目经理：须具备建筑工程专业建造师资质，有类似工程管理经验，且未担任其他在施建设工程项目；
2.2所有拟派施工队伍，要求负责人、技术负责人、施工员、特种作业人员、HSE监督员（可兼职）应持中石油、中石化认可的培训机构所颁发的有效HSE
证，且人证一致； 2.3有效证件应投标文件提交截止之日有效。 3 投标人应以自有施工队伍参与投标。 4 本次招标不接受联合体投标申请。
5投标人必须符合HSE资格审查要求，主要内容包括： 5.1具有HSE管理组织机构及职责； 5.2具有HSE规章制度和HSE操作规程；
5.3企业管理人员至少有3人具有安全生产监督管理局颁发的安全资格证书。 6 投标人拟派施工队伍近三年内不得发生以下事故：
6.1发生一般事故B级及以上事故的、较大环境事件及以上的、严重及以上质量事故的； 6.2因管理不到位或操作失误造成井喷事故的；
6.3发生井喷失控事故，火灾爆炸事故，有毒、有害气体中毒伤亡事故，井架倒塌事故的； 6.4涂改、伪造、骗取资质准入等相关证书证件的；
6.5违反国家或行业施工作业强制性标准，造成严重后果的。 7 投标人注册资金不得少于1000万元。
8五年以上工作经验的熟练操作人员和成熟管理人员不少于60%，投标人近三年至少有两项石油石化行业类似工作业绩。&
