在POLY毕业后，如何办理学历认证？听说去中国大使馆前，先要到芬兰外交部做一个公证，是这样的吗？有谁知道外交部的地址，请教。先谢过！

Make officially attested copies of the original degree certificate in your local notary public office.Espoo notary public is at It&tuulentie 2 A Tel.
It is in Tapiola Keskus, the building next to the Espoo tax office. There are many offices in that building, notary public service is at 3rd floor. They are open from 9am-5pm, it takes about 5min to get it ready, and they charge 1.8Eur per page, for every page to be made notary copies. For degree diploma, the front page is enough, but you may want more copies.( both cash and credit card are accepted)2. Take this notary public copy of the degree certificate (made in step 1), and go to "Ministry for Foreign Affairs of Finland" they have an office to make notary certificate to be used abroad. The address is Merikasarminkatu 5D Tel. . It is in downtown Helsinki, close to Viking Line harbour, the easiest public transport is to take tram 4 to the end stop. and it is right there. Really nice grandmmy works there,they are open ONLY 9am-12am on weekdays and they charge 10Eur (cash only) per certificate to be made notary public. It takes 5 min to get it ready, and there is a ATM 30 meters close, if you happen to have no cash.3. Take this notary public copy stamped by both local notary public office and Ministry for Foreign Affairs, and go to the Chinese Embassy in finland, address is Vanha kelkkam&ki 11, Kulosaari. And make a copy of your passport frontpage and take it together. The embassy office is open ONLY 9am-12am on weekdays. the easiest public transport is to take Metro to Kulosaari, believe me it takes only 5min to walk from metro station to the embassy, print a map and walk straight down. It will take 4 working days to get the notary pulbic to be acknowledged ( so take your time ), they charge 20 Eur per certificate for the service.Step 1,2 are to make GONG ZHENG, Step 3 is to make REN ZHENG. Then you have a certificated degree diploma. NOTE: This notary certificate for diploma is NOT the only document you need as you are going back to China, At least there should be another paper issued by the Chinese Embassy to prove you have studied in Finland, and accomplished a certain degree. 有关海外学历认证在中国留学网有详细介绍,好像和上面说的不太一样（没有提到先要在国外公正）。www.学历、学位证书认证申请办法：1． 留学人员国外或境外学历学位认证申请须递交以下材料：* 本人护照；* 所获国外或境外学校学历、学位证书；* 学习成绩单；* 中国驻外使（领）馆开具的留学回国人员证明；* 硕士以上（含硕士）学位者, 应提供毕业论文摘要；* 出国或出境前最后学历证书以及其他相关材料。所有材料均应为原件。3． 在京申请者，可持以上所列材料直接到教育部留学服务中心国际合作处申请，填写由教育部留学服务中心统一印制的《国外学历学位认证申请表》或《中外合作办学国外学位认证申请表》，申请人一般可在递交材料齐全并经翻译(约四个工作日)后十五个工作日内领取《国外学历学位认证书》、《合作办学国外学位认证书》、《合作办学国外高等教育文凭认证书》、《台湾地区学历学位认证书》或《香港、澳门特别行政区学历学位认证书》。　4． 外埠申请者，可将上述材料的复印件寄到教育部留学服务中心国际合作处，复印件须经用人单位（县、团级以上）或当地人事部门审核，注明该复印件与原件相符，经办人签字并加盖公章。　5． 申请者所提供的外文材料，由教育部留学服务中心推荐的北京嘉华世达国际教育交流有限公司或其他正规翻译公司进行翻译，申请者本人翻译无效。认证收费标准:1. 每件国外或境外学历学位证书认证费为人民币450元;2. 如申请者同时提出两件或两件以上国外或境外学历学位证书的认证申请, 每件费用按收费标准第一条执行;

bayer，根据我的理解，我所转的那个英文的帖子是描述的如何在芬兰办理能被中国承认的学历证书的公证和领事认证，有了它你才能回国去办理学位的认证。按照芬兰和中国的协议，对方的官方文件必须经过公证和领事认证才可以生效，具体的过程就是，1，公证&&2，办理文件发出国的外交部的认证(通常也可以在大使馆办理)&&3，办理文件接受国的外交部的认证(同上) 那个英文的帖子就是具体描述的这几个事情的具体操作过程。

Plussa，你好！我让家人为这事特地打电话到北京的留学服务中心，他们说若国外文凭需要国内承认必须由他们认证，不需要事先在芬兰的公证处公正。所以想请问一下，关于要“公正”的事是否是哪个权威渠道通知的？或者是否只有Poly的文凭需要公正，而University的不需要？

噢，我所得到消息的渠道也并不算权威，只是一个在芬多年的留学生在网上发的有关他办公证的过程的纪录，我看写的挺好的，就转了过来。我想，你所说的认证跟我所说的认证是两个概念，你说的是学历的认证，而我所说的是领事认证，你的文件应该在芬兰经过了领事认证之后，才能拿到中国的你所说的那个留学服务中心去办理学历的认证的。领事认证的目的是保证你的材料的真实性，而学历认证的目的是为了证明你所学的能够达到中国政府要求的此种学历达到的水平。具体你也可以打电话到中国大使馆的文化处教育组打听，他们应该有更权威的信息。

bayer，不知道你注意了没，你上次给的学校名单上有一个非常明显的错误，将一个学校的名字写成了一个地址，我以前向www.的人反映过，连回音都没。不知道他们在想什么。还有我看到张子曙的那张归国留学人员证明很快就出来了嘛，可能他是博士后，有点不一样。现在就是不知道POLY的学历中国到底认定为本科还是大专，谁知道啊？不要到时候跟荷兰的HOGEschool一样，本科被认定为大专
